This is a vintage 1960's water-ski accessory~ an aluminum hydrofoil. The gentleman we purchased this item from said that there were only 600 of these made at the time, but I can find no information about the maker. The label reads: Cosmo Dynamics P.O. Box 25 Newton 64, Mass. The piece stands 26" high
